The Willamette Valley avoided Oregon's declines without joining its rallies. Flat is easier than falling, and still slower than a lender's default assumption.

Oregon's flat middle

Corvallis rose 0.3% in the year to August 2026 at a typical value of $556,971. Eugene rose 0.9% at $455,431, Salem 0.5% at $449,621 and Albany 0.3% at $409,430.

None of those is a decline, which puts the valley ahead of Portland, Bend and the coast. None is much of a rise either.

What flat means for a bridge

Reserve requirements on bridge structures are tiered against expected marketing time, and marketing time is longer in a flat market than in a rising one. So the valley sits between Oregon's two extremes: easier than the falling metros, more demanding than eastern Oregon where La Grande rose 4.5% and Ontario 4.0%.

Plan the reserve position deliberately. It is unlikely to be the crisis it might be in Coos Bay, and it is unlikely to be waved through either. See the move-up market page.

The limit is not in play

Every valley county sits at the $832,750 national baseline, and typical values run from $409,430 in Albany to $556,971 in Corvallis. Even a substantial move-up stays well inside agency financing, which keeps the departing-residence rules published rather than investor-specific. See the loan limits page.

And the absent costs

ORS 306.815(1) prohibits local transfer taxes, subject to the March 31, 1997 grandfather in subsection (4), so ask your closing agent about your county. And a sale is not among the enumerated events that lift Oregon's 3 percent cap on maximum assessed value growth, so buying does not reset your assessed value.
